SAGINAW COUNTY AUTO THEFT TEAM
Detective Scott Jackson is assigned to the Saginaw County Auto Theft Team (S.C.A.T.T.). He is teamed with an officer from the Saginaw Police Department. Together they investigate all auto thefts in Saginaw County.
The Michigan Auto Theft Prevention Authority
The ATPA is funded by an annual $1 assessment on each insured noncommercial passenger vehicle, plus interest earned by investing those funds.
It is governed by a seven-member board of directors appointed by the Governor which includes representatives of law enforcement, automobile insurers, and consumers of automobile insurance.
Each year the board awards grants to law enforcement agencies, prosecutors' offices, and nonprofit community organizations. These grant programs prevent auto theft, catch auto thieves, and put the thieves in jail.
From 1986 to 2008, auto thefts in Michigan dropped almost 50%. Nationally, thefts have decreased for the same time period. National and state officials have agreed that the ATPA is a major reason for Michigan's decline in auto theft.
As a direct result, major Michigan auto insurers' average rate of comprehensive premium, relative to other states, has been reduced. Since thefts have been successfully reduced by the $1 annual assessment paid by owners of non-commercial passenger vehicles, Michigan motorists are saving $50 per insured vehicle.

2009 SCATT Highlights

The year 2009 was yet another one filled with activity for the Saginaw County Auto Theft Team. Detective Scott Jackson provided information to the Chief of Police that shows Saginaw Township is the second most active location for stolen vehicles in Saginaw County. The chart above provides a breakdown of stolen vehicle for the 2009 report.

Attempted carjacking of SCATT Detective
On July 8th, Det Scott Jackson of the SCATT unit assisted Saginaw Police in searching for a suspect who had just robbed a bank by threatening to detonate a bomb. Det Jackson located the suspect blocks from the bank. Det Jackson stopped his unmarked surveillance vehicle just short of the suspect as a marked Saginaw Police unit was approaching from behind. The suspect, who was watching the marked unit, approached quickly and opened the front passenger door of Det Jackson’s surveillance vehicle.
Once inside, the suspect attempted to overtake him and carjack the vehicle. Det Jackson fought with the suspect inside the surveillance vehicle for several seconds before the suspect was finally pushed out the passenger door and out onto the ground. Det Jackson, while fighting the suspect out, fell on the ground and on top of the suspect where the fight continued. The suspect was eventually secured after a Taser deployment.
The suspect was charged with Bank Robbery, Carjacking, Making a Bomb Threat and R&O a Police Officer. He had just been released from a Michigan prison three weeks prior to this incident. On March 17th, 2010, a jury found the suspect guilty on all four charges and was later sentenced to 35-68 years in prison.
UDAA, H&R investigation involving DNA, Attempted Escape from courthouse
In August of 2009, SCATT Detectives charged a suspect with UDAA, Leaving the Scene of an Accident & Operating without a License in an incident in Saginaw Township.
This case, from June of 2008, also involved the collection of DNA evidence which later matched to the suspect. Several days after he was charged, SCATT Detectives attempted to arrest the suspect on the warrant as he appeared in court on another criminal matter. The suspect was tipped off to the new charges and fled from the courtroom. SCATT Detectives located him in a secluded hallway 15 feet from freedom.
The suspect fought with officers as they attempted to arrest him but after the short struggle, he was taken back to court. The suspect was later charged with two additional counts of Resist & Oppose a Police Officer and is is scheduled for trail on both the UDAA incident and R&O incident.
New Radio Channel Dedicated to SCATT
The SCATT Unit was included in a recent county-wide upgrade to police radio system. The system now has a channel dedicated to the SCATT unit. This channel has been extremely useful to us in its short existence. The channel provides the unit a dedicated place to communicate with each other more efficiently and allows them to coordinate movements during street operations.
